Fraser was born in British Columbia and educated at the University of London, and between 1973 and 1978 taught literature at the University of Calgary. Fraser began writing full-time in 1978 and has published two collections of short stories, "Taking Cover" (1982) and "Foreign Affairs" (1985), and his literary reviews and travel essays have appeared in periodicals and anthologies.
